Most of these mangers are employed in other endeavors and are affiliated with SH projects either as investors, equity holders, advisors or consultants. There is no projection that any of these people will become permanent members of any investment or company so formed for the purposes described in this web site. SH has many other managers and partners who are not permitted to disclose their affiliation at this time. They have been kept out of this directory at their request.

Manager Divide

William Big Bull: WIND ENERGY PROJECTS

Mr. Big Bull is responsible person for technical development and design of wind development projects within the Blackfoot Confederacy consisting of Traditional First Nation land of Piikani Nation, Siksika Nation and Kainai Nation in Alberta and Blackfeet Tribe in Montana.

Mr. Big Bull was born and raised in Piikani and is a member of the Blackfoot Confederacy – he is an artist by trade. Mr. Big Bull has illustrated two textbooks; created identity logos; has two paintings on permanent exhibition at Museum of Civilization in Hull, Quebec; has shown his work in numerous art exhibitions across Canada; and has his work in private collections of well-known art collectors. Mr. Big Bull is also fluent in and teaches in the Blackfoot language.

For the past 27 years, Mr. Big Bull has worked for the Piikani Nation in various capacities responsible for land policy development; historical research in support of land claim negotiations, and represented the Piikani Nation in development of the Follow-up Environmental Impact Assessment Scoping Document in support of Old Man Dam development. In 1982 William Big Bull established Peigan Public Utilities, presently Piikuni Utilities Corporation, where he began his work to structure and develop wind power on Traditional First Nations land. Mr. Big Bull is now Energy Manager and negotiator. Mr. Big Bull has made significant strides in development of wind and renewable power and policy on Traditional First Nations land – he lobbied Governments for wind power and spearheaded a 9.9 MW wind farm development (presently Cowley Ridge Wind Farm); negotiated a joint venture between Piikani Utilities Corporation for a 25% interest in a 32 MW Hydro project at Old Man Dam; and initiated, developed and implemented the very significant and successful “Weather Dancer 1” project, a N.E.G. MICON 900 kW wind turbine, in joint venture with EPCOR. This project was the first wind turbine development project on Traditional First Nations land. Mr. Big Bull continues his work in development of wind power and power transmission within the Blackfoot Confederacy, as well as lobbying for policy on transmission between the USA and Canada; and encouraging participation by Canadian and US Governments setting policy that would encourage development of wind power.

Through Mr. Big Bull’s efforts, the Piikani Nation and Mr. Big Bull personally have received awards and recognition including: 2002-2003 Deputy Minister’s (INAC) Pride and Recognition Award for involvement on Piikani Nation Settlement Agreement Negotiation Team; recipient of the Emerald Award in 2002 for wind power; recipient of the Gold Award for Climate Change from Canadian Government and Canadian Geographic Enterprises in 2004; and recipient of CANDO 2004 Economic Developer of the Year Award.

Dr. Gerald R. Hill: ADVISOR ON ALL ENERGY PROJECTS

Dr. Hill is an independent developer engaged in planning, construction and operation of over $1 billion in energy and environmental projects. Dr. Hill has managed project permitting and compliance strategies for E&P, pipeline, downstream and power production facilities; negotiated engineering, procurement and construction (EPC) contracts; managed construction activities; and participated in due diligence and project financing. He has over twenty-five years experience with a Doctorate in Civil & Environmental Engineering from the University of Iowa.

As Regional Manager/Director of Regulatory Affairs for Phillips Petroleum and Regional Manager for a waste treatment joint venture between Phillips Petroleum and Raytheon, Dr. Hill participated in pilot testing of a waste treatment technology for the oil and gas industry. Dr. Hill tracked state and federal regulatory requirements for E&P, natural gas & petroleum pipelines/terminals, refining and petrochemical operations.

As Vice President for Altresco Financial Company in the project financing, construction and operation of a 160 MW cogeneration plant and a natural gas pipeline interconnection, Dr. Hill’s responsibilities included acquisition of rights-of-way for a high pressure pipeline, managing permitting and engineering services, overseeing construction and commissioning of the pipeline and gas conditioning facility, periodic reporting to limited partners and banks.

As founding Partner and Executive Vice President of Power Development Company for the development of two merchant plants (272MW and 540 MW) and natural gas interconnections in New England, Dr. Hill’s responsibilities included working with EPC contractor on an innovative design and operating approach to optimize gas commodity and gas transportation resources.

Dr. Hill has served as consultant to Bank of America’s investment banking group (Banc of America Securities LLC) in the engineering review of energy and environmental projects that qualify for tax-exempt private activity funding since 1996. In addition, Dr. Hill serves as technical Advisor to the Southern States Energy Board in the review of energy technologies and energy security issues in the following areas:

  • In cooperation with the U.S. Department of Transportation – conducting a risk assessment for safety and security measures impacting the development and expansion of LNG terminals in the southern region. The Electric Power Research Institute recently announced that 55 new LNG terminals are projected, proposed, planned or scheduled to be built in the United States, mostly in the southern region.
  • In cooperation with the U.S. Department of Transportation and the National Association of State Fire Marshals – developing a methodology that will enable pipeline operators and emergency responders to cooperate regarding special challenges faced in “high consequence areas”.
  • In cooperation with the U.S. Department of Energy’s National Energy Technology Laboratory and the Texas Bureau of Economic Geology – developing a plan for the regional deployment of CO2 sequestration technologies, including feasibility assessments for utilizing CO2 from power plants for enhanced oil recovery (EOR) in Texas, Louisiana and Mississippi. Work includes mapping and characterization of suitable formations in the three states; a CO2 test injection program at the Frio Brine Pilot near Houston; and monitoring, measurement and verification (MMV).
  • In cooperation with a technology developer – monitoring the development of a near-zero emissions oxy-fired power generation technology that produces pipeline quality CO2, suitable for EOR. The system is a departure from conventional steam generation and utilizes rocket engine technology to produce a high-temperature driving fluid of steam and CO2. Phase II will consider CO2 injection options and commercialization.
  • In cooperation with the Electric Power Research Institute – reviewing potential locations that have been short-listed for hosting pilot scale test centers for CO2 sequestration. Selection of the test centers (which will separate and capture CO2) is occurring in parallel to the identification of suitable sequestration sites and pipeline carriers.

Henry T. McGonigle: ETHANOL PLANT PROJECTS

Mr. McGonigle has more than 40 years experience developing and implementing projects pertaining to petroleum and petrochemical industries. Mr. McGonigle co-founded and has held senior executive management positions with Green Renewable Energy, Ethanol and Nutrition – Holding, LLC; and Green Renewable Energy, Ethanol and Nutrition, Lehigh Valley, LLC, to develop and execute a business plan promoting “value added grain processing facilities” producing ethanol and bio-diesel and marketable co-products and was instrumental in securing financing for start up.

Mr. McGonigle has for many years provided consulting services for environmental projects on Traditional First Nation lands with an objective to actively prevent environmental problems brought on by burning fossil fuels for production of energy. Clean fuels can be produced from plants and other organic materials found on Traditional First Nation lands in the United States and Canada. Mr. McGonigle is presently working with the Mohawk Nation in Upstate New York on economic development programs including a pilot plant to produce clean burning synthetic fuel from waste streams. Mr. McGonigle also assisted with feasibility studies, business plans and financing for a major manufacturing plant on the Mohawk Reservation and successfully managed the plant until he trained Mohawk workers to take over plant management and operations after one year.

Mr. McGonigle has held senior positions with BP Refining, rebuilding a major refinery after it was destroyed by a tanker explosion, and provided guidance and processing improvements as supervisor of pilot plant and laboratory operations for Sun Oil Company. Mr. McGonigle was selected out of a large group of ARCO employees to attend a 2 year accelerated course in refining and engineering technology.

Mr. McGonigle graduated from an accelerated 2 year Refinery and Engineering Technology program graduating 1st in class, and has studied petroleum and chemical engineering at Penn State, Villanova and St Josephs College. Mr. McGonigle is a past member of the American Production and Inventory Control Society; Society of Plastics Engineers and American Society of Lubricating Engineers.

Douglas J. Quade: MULTIPLE NERGY AND CONSTRUCTION PROJECTS

Mr. Quade has more than 28 years experience developing and implementing projects domestically and internationally. Mr. Quade has held senior executive management positions with world class engineering and construction (E&C) and development companies, including: Parsons Corporation; Southern Projects Engineering and Construction Company Inc.; and Halikarnas Resort Development and Investment Company; and now provides consult services to top E&C companies; Traditional First Nations of Canada and the USA including the Blackfeet Nation in Montana.

Mr. Quade has developed and implemented major billion dollar projects in Russia, the Middle East and Southeast Asia and has developed major projects in Africa, the CIS and Turkey. Mr. Quade has held senior management positions in implementing significantly complex projects including: Legal/Contracts Manager, KAAIA airport in Jeddah, KSA ($4.5 billion); Principal Contracts Manager, Yanbu Industrial City, KSA ($11.8 billion); Executive Program Sponsor, Projects Manager and Legal/Contracts Manager for Resort, entertainment, infrastructure and manufacturing projects in the US and internationally ($7 billion +); Program and Project Manager, international mining and technology development and implementation projects ($1.7 billion+); Vice President Parsons I&T Group, Inc, and Senior Executive representing Parsons Corporation living in England with P&L responsibility for Europe, Africa, Middle East, Central Asia and Russia business. In the two years representing Parsons in this region, the group contributed to two record high corporate profit years for Parsons.

In addition to his experience developing and implementing projects world wide, Mr. Quade is an “Angel” investor in bio-pharmaceutical and bio-remediation technology development and is a partner in residential and resort projects in Istanbul and Bodrum, Turkey.

Mr. Quade has lived and worked internationally in: Pakistan; Singapore; Indonesia; Kingdom of Saudi Arabia; Papua New Guinea; New Zealand; Mali, West Africa; England; and Turkey.

Mr. Quade holds an AA degree in business finance and accounting from De Anza College, Cupertino; a Bachelor of Science degree in Business Management from Cal State University, San Jose; and was sponsored by Lockheed and Parsons Corporation for postgraduate studies in international law, foreign relations, finance, and business management.

Patrick W. Schildt, Jr.: BLACKFEET WIND ENERGY PROJECTS

Mr. Schildt, a registered member of the Blackfeet Tribe in Montana, has more than 26 years successful experience as an Oil & Gas Consultant/Landman/Permit Agent in the United States & Canada. Through his years of working between First Nation Tribes and non-First Nations peoples, Mr. Schildt has developed a keen understanding about how best to inter-relate between the two cultures to implement successful partnerships and projects. Mr. Schildt has assisted numerous oil & gas companies and utility companies as a consultant, project manager, field supervisor, mineral broker and right-of-way agent. The companies he has consulted and/or worked for are: EnCanna; Pan Canadian; Montana Power Company; North American Resources Company; Unocal Oil & Gas Division; TXO Production Company; Berenergy Corporation; Arco Oil & Gas Company; Chevron Geosciences Industries, Inc.; Daniel Geophysical; Phoenix Geophysics Incorporated; Mile Hi Exploration Company; Forest Oil Corporation; Amoco Oil & Gas; and Huffco Petroleum Division.

Mr. Schildt has devoted his life to promoting economic development and sound business practices on the Blackfeet Reservation in Browning Montana. He did so by assisting the Blackfeet Nation with negotiations of oil & gas exploration agreements and utility transmission line easements as well as consulted and assisted oil & gas industry and utility companies in negotiations with Blackfeet and other Tribes in Traditional First Nation’s lands.

Mr. Schildt served as a valued member of the Blackfeet Tribal Business Council for two years beginning in 1978 and was elected again in 2004 to serve a four-year term. In addition to his current responsibilities on the Blackfeet Tribal Business Council, Mr. Schildt also serves on the Economic Development Committee as its Chairman; Land Board Committee; Language and Culture Committee; Housing Committee; and Law & Order Committee.

Mr. Schildt has an Associates of Arts degree from Haskell Indian Junior College in Lawrence, Kansas.

Andrew P. Sundberg, MANAGEMENT ADVISOR ON ALL ENERGY AND CONSTRUCTION PROJECTS

Managing Principal of Consultex SA, Mr. Sundberg served as naval officer in the Atlantic and Pacific Fleets. He was a gunnery officer on the U.S.S: Manley (DD-940), a destroyer operating out of Guantanamo Bay during the Cuban Quarantine in 1962. He was the CIC officer on the U.S.S. Belknap (DLG 16), a guided-missile frigate that operated in the north of the Gulf of Tonkin in 1967-68 as a forward air defense ship defending aircraft carriers on Yankee Station.

Consultex SA in Geneva, Switzerland, is an international business development and consulting firm, since 1972. Mr. Sundberg also serves on the Board of Trustees of the Millennium Institute in Washington, D.C. and the Board of Directors of the Marine Resources Development Foundation in Key Largo, Florida. During the last thirty-six years, Andy has worked with many public and private sector clients carrying out a wide range of individual and multi-client studies and investment analyses in many different industries. He has evaluated the feasibility of developing major raw material deposits and processing plants in Europe, Africa, North and South America, Asia and the Middle East and has helped major corporations make investment decisions for a wide range of industrial and consumer products and services. Clients have included more than 100 multinational corporations. He served as a consultant to the African Development Bank; the International Labor Organization; the United Nations Center for Science and Technology for Development (in North America, Europe, Japan, and Vietnam); the United Nations Center for Transnational Corporations (in Tunisia); the Foreign Aid Ministry of West Germany (in Brazil, Pakistan, Sri Lanka, Singapore, and Jordan), the European Bank for Reconstruction and Development (in Russia), and USAID (in Russia).

Mr. Sundberg headed one of the teams in a joint World Bank-EBRD project advising on the reform of agriculture in the fifteen republics of the former Soviet Union (1991-1992). He set up and operated a consulting and business representation office in Moscow from 1990-1994. He was asked to become an advisor to the Minister of Science and Technology in Vietnam from 1991-1994, and opened a consulting office in Saigon with a local partner from 1991-1994. He helped promote the sale of Navistar trucks in Vietnam and sold Ryder Trucks in Russia. Working with one of the grandsons of Nikita Khrushchev, and John Kennedy’s personal photographer, he organized a photo exhibition entitled “John Kennedy: An Inspiration to Mankind” which opened in Moscow in September 1991, two weeks after the failed coup attempt against President Gorbachev and as the Communist Party was starting to crumble. One of the sponsors of this exhibition was the Afghan Veterans Association of the Soviet Union.

From 1995-1998 Mr. Sundberg was a founder and Director of Internet Prolink SA, one of Switzerland’s first major Internet companies. He wrote the business plans, negotiated the venture capital financing, helped build the business and negotiated the sale of the company to a major American corporation. Andy has been involved with Liberal International (one of the four major world political internationals) since 1982, assisting them by encouraging more active participation in LI affairs by an American political party. LI is a worldwide organization of more than 70 liberal democratic parties in more than 60 countries. Andy was one of the founders of the Human Rights Committee of Liberal International in 1987, and has been a member of this committee since then. He has testified before the UN Commission on Human Rights on behalf of LI addressing problems of children who are born stateless. He helped establish the Adam Smith Club, a worldwide network of liberal democratic entrepreneurs, which is affiliated with the Liberal International.

Mr. Sundberg attended the U.S. Naval Academy, studying Engineering and graduating 4th in his Class in 1962. Selected later that year as a Rhodes scholar, he earned a BA/MA in Philosophy, Politics and Economics at New College, Oxford University. Languages: English and French.

Edward A. Sundberg: OWNER, INVESTOR AND FINANCIAL COORDINATOR ON ALL PROJECTS

Mr. Sundberg is a retired Captain, US Naval Reserve, specialty nuclear engineering, submarine force operations and maintenance. He graduated from the US Naval Academy with BS in Engineering and later received a Masters in Business Administration from Boston University with Honors.

Steven C. Ramsey: FINANCIAL ADVSIOR ON PIPELINE PROJECTS

He was the Chief Financial Officer of a $1.6 billion NYSE company with an 18% average return on equity. He has expertise in financial management & highly structured transactions, extensive experience and relationships with major commercial & investment banks, combined experience in corporate finance, marketing, engineering & small business financial planning, extensive knowledge and experience with Master Limited Partnerships. His most recent position was as Senior Vice President, Finance & Chief Financial Officer for BUCKEYE MANAGEMENT COMPANY, Radnor, PA. He was Principal financial officer of the General Partner & Manager of Buckeye Partners, L.P., owner of 3800 miles of liquid petroleum pipelines & 15 refined product terminals; accountable for $595 million in public & private debt, $400 million in credit facilities and $1.2 billion in publicly traded partnership units. Responsible for corporate finance, strategic planning, corporate development, public reporting, investor relations, accounting, treasury, taxes, insurance & purchasing. Designed & managed a $70 million MBO of the General Partner utilizing a fully leveraged ESOP. Managed the drafting of proxy material, SEC negotiations and investor communications for three successful secondary equity offerings of $75 million, $65 million and $225 million. Negotiated public & private debt placements ranging from $45 million to $450 million and revolving credit facilities from $10 million to $550 million. Carter R. Montgomery: MANAGEMENT ON PIEPLINE PROJECTS

He was Founder, President and CEO of Longhorn Partners Pipeline from 1995 to June 2004, thereafter serving as Chairman. Longhorn created a 750 mile petroleum products pipeline system from Houston to El Paso. Prior to Longhorn, he was Founder, President and CEO of Axis Gas Corporation which developed the Longhorn project. Mr. Montgomery has been involved in the oil and gas industry his entire business career. In 1979, he founded CM Oil and Gas which successfully explored for oil and gas in Texas, Wyoming and Louisiana. CM Oil and Gas and Vaughn Petroleum in a joint venture acquired five farm-outs on the North Slope and drilled the first well by independent operators on the North Slope. Subsequently, he was active in gas gathering and processing with three plants in Oklahoma. In 1991, he organized Axis Gas Corp. with Dan Krausse and acquired a gas gathering system owned and operated by Joe Feagan.

Carter is past Chairman of the Board of the Institute for Study of Earth and Man and currently serves on that board and the board of the Peregrine Fund, and is a Life Member of the American Ornithological Society. He also was a Director of Texas Bank and Trust and served on the Board of the Dallas Petroleum Club. Carter holds a Bachelor’s Degree in International Services from American University in Washington, D.C. and is a founding member of the Dallas Committee on Foreign Relations.

Thomas C. Jensen, Esq. LEGAL COUNSEL

He is a nationally recognized expert in natural resources, energy and environmental law and policy. He represents business, government, and not-for-profit clients before federal and state regulatory agencies and Congress, and frequently serves as strategic counsel to clients facing complex challenges at the intersection of law, policy, and politics. He also represents clients in commercial disputes and regulatory enforcement actions. His clients have included electric utilities, independent power producers, pipelines, universities, trade associations, oil and gas producers and service companies, commercial fishing interests, conservation organizations, investment banking firms, other law firms, federal and tribal government agencies, health care providers, and international certification bodies. Mr. Jensen’s recent engagements include issues of electric transmission and petroleum pipeline siting and permitting; Mineral Leasing Act compliance; contaminated site remediation; ocean resource development and fisheries management; OCS wind power development; hydropower regulation and licensing; public land special use permitting; National Environmental Policy Act compliance; endangered species conservation; CITES permits and enforcement; electric generation and emissions policy. Mr. Jensen is a member of the federal government’s Natural Resource Damage Assessment and Restoration Advisory Committee. A certified mediator, Mr. Jensen chairs the federal government’s National Environmental Conflict Resolution Advisory Committee. He is a Trustee of the William D. Ruckelshaus Institute for Environment and Natural Resources of the University of Wyoming. Prior to joining Sonnenschein Nath & Rosenthal LLP, Tom headed the environmental and natural resource practice in the Washington office of Troutman Sanders LLP. Mr. Jensen served in the White House Council on Environmental Quality as Associate Director for Natural Resources from 1995-1997; Executive Director of the Grand Canyon Trust from 1992-1995; Majority Counsel to the U.S. Senate Committee on Energy and Natural Resources, Subcommittee on Water and Power, from 1989 -1992; and Deputy Executive Secretary of the U.S.-Canada Pacific Salmon Commission from 1987-1989. Mr. Jensen graduated from Lewis and Clark Law School in 1983, and from the University of Southern California in 1980. Lewis and Clark Law School presented its first Distinguished Environmental Law Graduate Award to Mr. Jensen in 1997. He has served on a variety of corporate, university, and conservation organization boards of directors; and has received Martindale Hubbell’s highest rating for professional ethics and expertise.
